Off-highway emissions regulations in New Zealand don’t mandate Stage V engines yet, but they’re already turning up in machines across the country. Here’s why.
If you’ve been in the market for new off-highway equipment lately, you’ll have noticed the spec sheet looks different to how it did a few years back. More machines are landing in New Zealand with Stage V engines fitted as standard, and that trend isn’t slowing down.
Is Off-Highway Equipment Actually Regulated for Emissions In New Zealand?
Not in the way most people assume. New Zealand’s emissions rules for on-road vehicles are well established, with Euro standards tightening progressively through 2024 to 2028. But off-highway diesel engines in tractors, excavators, loaders, generators and similar equipment sit outside of that. There’s no dedicated national emissions-tier standard for non-road mobile machinery of this kind.
That doesn’t mean nothing is happening and off-highway emissions regulations are not coming. WorkSafe New Zealand publishes Workplace Exposure Standards covering hazards like diesel exhaust and particulate matter in the extractives sector, developed with input from industry bodies including MinEx. These are guidance values rather than prescribed engine standards, and they’re aimed at worker exposure on site rather than what comes out of the engine at the factory. It’s a different lever to Stage V or Tier 4 certification, but it points in the same direction: less tolerance for older, dirtier diesel in workplaces.
So if there’s no engine-tier mandate, why is Stage V showing up in so many machines regardless?

Why Stage V engines are turning up anyway
The driver behind the rise of Stage 5 engines is global manufacturing, not local legislation or off-highway emissions regulation. Engine builders increasingly design one platform to meet the strictest market they sell into, typically EU Stage V or US Tier 4 Final, then supply that same engine everywhere, New Zealand included.
It’s simply more economical to build one compliant engine than to run several variants for different regulatory tiers. The practical effect is that low-emission industrial engines are becoming the default in New Zealand through market momentum, well ahead of any local rule requiring it.

DEUTZ continues to supply selected Stage IIIA/Tier 3 engines into markets where that demand still exists, but our broader direction is ongoing improvement in the performance, efficiency and affordability of our newer engine technology. That supports a gradual shift toward lower-emission equipment across the off-highway industry.
What the difference looks like on the job
The change is tangible. Compared with older engine generations, Stage V and Tier 4 Final engines cut particulate matter and NOx emissions substantially.
Depending on the engine category and aftertreatment system, this can involve diesel particulate filters (DPF), selective catalytic reduction (SCR) and diesel oxidation catalysts (DOC). Combined with more advanced engine management, these systems let modern diesel engines meet strict emissions requirements without giving up performance or fuel efficiency.
For operators, the day-to-day result is usually noticeably less visible exhaust smoke and less diesel odour, though actual results depend on the engine specification, fuel quality, operating load, maintenance and the condition of the emissions-control system.
In enclosed spaces, tunnels, warehouses and indoor workshops especially, that difference matters. Less visible smoke and fewer fumes make for a considerably better working environment.
What off-highway emissions regulations means for your next equipment decision
Even without a mandate in place today, choosing a Stage V or Tier 4 Final engine now is a sensible hedge against where off-highway emissions regulation is heading, especially for equipment with a working life of ten years or more. It also carries weight commercially in the nearer term, since infrastructure projects and larger contracts increasingly list low-emission engines as a tender condition.
Machines that don’t meet that standard can be ruled out of contention before price is even discussed.
There’s a resale angle too. As emissions requirements tighten in the markets New Zealand imports used equipment from and sells into, machines running older, higher-emission engines will become harder to shift at a decent price. Buying ahead of the curve protects the asset’s value for whoever owns it next, on top of being the more sustainable choice.
